Turn Off Visual Studio Outlining - AKA Regions

Menu: Tools -> Options

Treeview: Text Editor -> C# -> Advanced

Properties Heading: Outlining

Property: Enter outlining mode when files open. Untick

Now all regions will be expanded by default when you open some C# source
